Rich has been OCAPA’s President since 1996. His background and education have been ideal to lead the aggregate industry through the tough environmental and legislative climate the industry has faced over the past decade. His understanding of natural resources and Oregon Law has been a perfect blend for the responsibilities of this position.
Rich’s primary focus is as the industries’ chief lobbyist. He handles all issues relating to construction materials at the Oregon Capitol. His legislative focus covers issues concerning highway funding, truck taxes , labor relations, corporate taxes, mining, land use and healthy environment. Rich tracks and organizes industry responses to all types of legislation.
Previously, Rich worked for Coos and Lincoln Counties as a litigator. He handled major felony cases, but was particularly focused on environmental crimes. He is a past chair of Oregon’s Healthy Stream Partnership and has served on the Governor’s highway Cost Responsibility Committee and currently is part of the federal government’s Steen’s Mountain Advisory Committee.
